On 22nd July 2025 the Residency Malta Agency announced significant updates to the Malta Permanent Residence Programme (MPRP) through the publication of Legal Notice 146 of 2025. These revisions aim to improve the programme’s investment appeal by updating the pricing structure and introducing a new one-year temporary residence permit.
For applicants opting for the said permit – available at the outset of the MPRP application process following standard background checks – it allows them to reside in Malta while completing the remaining requirements. All necessary MPRP documentation must be submitted within the first six months. If the application is approved and all obligations are fulfilled the permit will convert automatically into a Permanent Residency Certificate. In cases of refusal the temporary permit will be revoked within fifteen days of the rejection notice.
The Legal Notice also revises certain programme fees, with one of the main changes being done is with respect to the contribution as due by the main applicant to the Residency Malta Agency if s/he opts to rent a property in Malta. The contribution amount in such cases has been reduced from €60,000 to €37,000. Notably, it has been clarified that this revised contribution of €37,000 will also apply to applicants who choose to purchase a property in Malta. As a result, the previous pricing distinction between renting and buying has been effectively eliminated.
The fee for including additional dependants in an MPRP application has also been revised. It is now waived entirely for spouses and minor dependants, reducing the previous €10,000 charge to €0. For adult dependants included in the initial application, as well as for any dependants added post-approval, the contribution fee has been reduced from €10,000 to €7,500. On the other hand, the non-refundable MPRP administration fee has become Euro 60,000.
Additional flexibility has been introduced under Regulation 12a allowing applicants who own a qualifying property to lease it to third parties during periods when they are not residing in Malta subject to compliance with agency guidelines. Applicants leasing a qualifying property may also sublet it subject to landlord consent after the initial five year lease period. In this regard, licensed Agents are required to maintain a comprehensive log containing details of clients who are leasing such properties
These changes apply to applications submitted on or after 1st January 2025.
